Amendment 4 would end majority rule' in Missouri say opponents

Benjamin Singer is the Campaign Director for Respect Missouri Voters, leading the campaign against Missouri Amendment 4 on the August ballot. He says initiative campaigns would be forced to get majority votes in every congressional district to pass, a failure in one district would result in failure. He points out that the change would only impact initiative petitions put forth by citizens, and not amendments put forth by the legislature.
