Respect Missouri Voters Opposes Politicians’ blatant power grab - Amendment 4 will end majority rule. Vote No on Amendment 4
Jefferson City—Missouri Governor Mike Kehoe announced that the legislature’s proposed constitutional amendment to end majority rule on citizen initiatives will appear as Amendment 4 on the August 4, 2026 primary ballot.
Politicians are asking Missourians to vote away their own power.
This is just the latest attack in a decades-long effort by politicians and special interests to weaken the citizen initiative and take away the power of the voters. It demonstrates the need for the Respect Missouri Voters Amendment to preserve the initiative petition process and is an example of why nearly 2,000 volunteers collected more than 367,000 signatures to place the Respect Missouri Voters amendment on the November 2026 ballot.
Legislators know no other state with a citizen initiative process requires a majority vote in each congressional district. They also wrote the amendment so politicians’ ballot measures could still pass with a simple statewide majority. Under Amendment 4, politicians keep their power while citizens lose theirs.

“It would make it nearly impossible for citizens to amend our constitution, with an easier path for politicians’ measures to pass—a hypocritical double standard. Our record-setting, volunteer-driven movement is seeking even more volunteers to help educate Missourians to defeat Amendment 4 in August and vote Yes on the Respect Missouri Voters amendment in November to stop these attacks on the will of the people.”
